כא = לְהוֹדִיעֲךָ קֹשְׁטְ אִמְרֵי אֱמֶת לְהָשִׁיב אֲמָרִים אֱמֶת לְשֹׁלְחֶיךָ
(21) To let you know the moral truth demanded by words of truth,
so that you may answer words of truth to those who send you.
Here Hashem is telling us that the words of Torah provide the means to derive and disseminate words of truth. In effect, Hashem has given us sufficient information , insight, and tools to issue halachic decisions.

(21) To let you know the moral truth — לְהוֹדִיעֲךָ קֹשְׁטְ
demanded by words of truth, — אִמְרֵי אֱמֶת
so that you may answer words of truth — לְהָשִׁיב אֲמָרִים אֱמֶת
to those who send you. — אִמְרֵי אֱמֶת
